EXCLUDE_PUA settings not applied

Summary

The EXCLUDE_PUA ENV Var is ignored. EXCLUDE_PUA=Win,Packed,NetTool,PWTool

Steps to reproduce

Added the environment into my Pointainer Stack and rebuild the Docker-ClamAV container. After starting up I do not see that the EXCLUDE_PUA settings generated in the /etc/clamav/clamd.conf file

What is the expected correct behavior?

I should see that the EXCLUDE_PUA settings generated in the /etc/clamav/clamd.conf file
