bug: CYW43439 adaptor errors when acting as a peripheral

The cyw43439 adaptor is able to respond correctly to requests to describe services/characteristics. However, it cannot send notifications correctly. instead it does nothing.

Update: actually, it does NOT respond correctly to the request for services/characteristics. It does return the generic services, but not with the correct characteristics attached.
