initial setup for Windows

I'm trying setup environmentals by following the instructions on https://tinyfpga.com/bx/guide.html. I had to execute "apio install drivers" before "apio drivers --serial-enable". Although this may be just for my environment, I prefer to consider this procedure on instruction.
