Modifier keys are forwarded when overlay is shown

I’ve noticed that modifier keys (Shift, Alt, Meta, etc.) are forwarded to the target machine when an overlay is open. (Tested on MacOS, with Chrome and Firefox.)

On the one hand, modifier keys should probably be “harmless”, but that behaviour should actually still be prevented.
