Update system packages from the UI

We update TinyPilot-related packages during the TinyPilot update, but it would be good to make it more convenient to update system packages.

We should add an button in the update dialog that's "Update system packages" that causes the backend to run apt-get update && apt-get upgrade -y and stream progress back to the browser.
