Add KEY_102ND to on-screen keyboard for non-US users

German keyboards have an extra key next to the left shift key for less than, greater than, and pipe symbols:

It would be good if the on-screen keyboard could display this key when the browser language is set to German.

in the issue heading, "german" should be replaced by "many non-US" many non-US keyboards have this key, e.g. uk, fr, ch, ...
