Stutter in H264 video

In routine testing, our team hit an issue where TinyPilot's video seemed to stutter slightly in H.264 mode. They managed to capture a video, and I slowed it down to the relevant part. If you watch the Wifi logo in the upper left, it seems like a line of video disappears:

It looks like potentially a bug in the H.264 encoding. It's also possible that it's rendering correctly, and something in the target computer caused it to screw up the display output.
