Description

When the plugin builds the graph, it first checks the project's pom/gradle file (existing functionality), but then will check if there is a root pom/gradle file.

Potential Issue

I am currently not checking that the project's config actually inherits the root file (I probably should to avoid false positives where a java project in the monorepo doesn't inherit the file, but I think that would be very rare).
