updates dev requirement phing/phing to 2.14.0

* TODO maybe we don't need phing any longer. remove it completely?
* travisci tests are running without phing

phing build targets have to be checked and (maybe) fixed or removed.

at least, phing phpunit bootstrapping needs to be adjusted.
