Rectify Map from local coordinates

Would like to rectify map using thin plate method using existing grid. Map is deformed because not scanned flat but would like to correct it from existing grid lines. Grid is in local city coordinate system with known origin. Is it possible to place control points as regular grid on base map and warped map?
