Ubuntu 18.04 LTS requiremenrts

I found the supplied apt-get install didn't work for 18.04, due to the following packages:

  • postgresql-9.3-postgis-2.1
  • libmapserver1

There are updated packages now:

  • postgresql-10-postgis-2.4
  • libmapserver2
