Tula city is incorrect

Tula city is incorrect, it is too big. Please check it.

I think it is Tula Urban Okrug (Городской округ Тула). Tula as city is much smaller google maps

Ok, but I relied on mapping of municipal units ( ОКТМО), not administrative ones (ОКАТО).
