Make `basepop` work with single ages without graduation

• [ ] Make sure all arguments come in single ages and if not graduate to single ages in basepop
• [ ] Make sure interp for single ages doesn't focus on the three smaller age groups but on the first ten single age groups
• [ ] Adjust the code so that it works for single ages, generally speaking.
