Add enabling of pam_sss

On RHEL pam_sss is not enable by default when installing sssd.

And new error of course. Seems like authconfig lint sssd.conf or something and remove the empty [pam] section. I changed the order, should fix the idempotency problem.

Idempotency still failing on Ubuntu with SSSD from sources :( I'll have a look later.
