Does vsgCs support loading RasterOverlay without terrain?
vsgCs doesn't currently have this capability. However, Cesium native now has Cesium3DTilesSelection::EllipsoidTilesetLoader which creates an ellipsoid without terrain elevation; it could be used to display raster overlays, with a bit of development work.

This isn't a high priority for me personally, but it should be reasonably easy to implement. in https://github.com/timoore/vsgCs/blob/a5d30688fb4d5d1d686b1f6b2be05e60c95a227c/src/vsgCs/TilesetNode.cpp#L76
you would construct a Cesium3DTilesSelection::Tileset with an EllipsoidTilesetLoader as a custom loader.
