feat: Added getJobsBySingletonKey()

Adds the possibility of fetching queued jobs of a queue based on their singleton key.

Will help solve https://github.com/timgit/pg-boss/issues/548 better than https://github.com/timgit/pg-boss/pull/594

Hi, I see other pull requests being discussed where mine are not. I'm wondering if I'm not contributing in the proper way. I've read the README.

Does #599 not count? ;) It's mostly triage (fixes preferred over enhancements), but with a small element of distractions inherent in the human condition.
