Update Tobs docs by replacing CLI with Helm (as part of CLI deprecation)

The Tobs documentation needs to be updated as we are deprecating the CLI, All instructions on CLI needs to be changed to helm-based instructions.

What is missing? Advocate helm-based installation in all our docs.
