Allow gathering tracing data from kubernetes components

What is missing?

Kubernetes API Server can emit traces. We should explore possibility of using tobs to gather this data.

Why do we need it?

This should allow users to have more insight into kubernetes infrastructure by leveraging tracing.

Anything else we need to know?:

Since this is a beta feature in kubernetes, we shouldn't enable it by default and clearly warn our users about possible data changes in the future.

Given the level of effort, unless we think this is a very high priority for more visibility into the performance / health of the Kubernetes cluster and the different components we deploy, I would postpone to a future epic.

Considering the effort involved. I second Ramon, If possible I would recommend for a quick PoC to evaluate the value proposition to the users.
