[Enhancement] Roll deployment on pgbouncer settings change

Describe the bug Updating pgbouncer settings requires the pgbouncer containers to be bounced, since the .ini file is only evaluated at startup: https://www.pgbouncer.org/usage.html#signals

It would be great if the chat rolled the deployment in the event of a change here.
