[Docs RFC] Add Console live-sync instructions

Add a TAB in https://docs.timescale.com/migrate/latest/livesync/ to explain Console instructions.

UI will be first tab, command line second one.

https://docs.timescale.com/migrate/latest/livesync/#configure-the-source-database contains what has to be enabled on the source.
