[Docs RFC] Timescale Docker image tags

This issue is regarding the tab Overview on both web pages https://hub.docker.com/r/timescale/timescaledb AND https://hub.docker.com/r/timescale/timescaledb-ha
Primary issue: There is a lack of documentation of the tags, or in more detail, of elements of the tags. It would be very helpful if there was a documentation what the tag elements oss, all, builder, and combinations thereof, mean.
Secondary issue: The list of supported PostgreSQL versions is incomplete, e.g. it ends with PostgreSQL 16, but there is already 17.
Another secondary issue: In the current documentation under the above mentioned URLs, there appears to be a broken link pointing to https://docs.timescale.com/install/latest/installation-docker/#install-self-hosted-timescaledb-from-a-pre-built-container
