Describe the bug
In the section "Dumping with concurrency", a solution is provided to prevent pg_dump from failing due to deadlock by turning off background jobs prior to running pg_dump.
However, it does not mention that after pg_restore, the background jobs need be turned back on.
What do the docs say now?
It does not mention that background jobs need be turned on after pg_restore if background jobs are turned off prior to pg_dump.
What should the docs say?

Note that after pg_restore is complete, the background jobs must be turned on again.
