Holiday Allowance per User

Is it possible to set an allowance per user and not just for that year? I have staff that would like to book over a year in advance so the one year adjustment doesnt work for this option

using departments each person has has various amounts of holidays depending on length of service and days worked

Technically one can adjust user's holiday for the next year as well, however the UI is not expose this functionality. UI allows to adjust current year allowance.

We would like a per-user allowance as well as we have differently-modeled contracts per employee. We've now modeled this with per-user departments which is OK, but a per-user solution would probably be cleaner.
