Add municipalities to cities listbox

At the moment when creating a wanted article a city can be added. Extend the autocomplete to include municipalities:

• Diest
• Schaffen (Diest)
• Webbekom (Diest)

We'll need to split the current streets_municipalities table in streets_municipalities & fr-be_streets_municipalities see #119.
