Fallout Together porting

For Fallout Together to be finished, the new systems in Skyrim Together Reborn need to be ported to Fallout Together. The current working branch for Fallout Together is the "fallout" branch. The TODO: ft comment annotations mark pieces of code that need to be ported to Fallout Together. Create issues for these points before tackling them.
