Nested resource groups to subdivide large resource groups into small subgroups.

Current Behavior

Only one level of group

Why Do You Want This?

Allow a further level of organization for teams with a lot of groups

My group would benefit from this. We use Tilt to conditionally deploy a number of applications in development and CI environments. It would be useful if we could group all resources for a particular application inside a single resource group with subgroups.
