503 looks temporary? Maybe you are rate limited.

Can you show output of: `ls -lah /etc/apt/sources.list.d` and contents of `/etc/apt/sources.list`. Maybe in addition add a `curl` to the server? Something like: ``` curl -vvv http://ftp.uni-bayreuth.de/linux/ubuntu/ubuntu/dists/focal/InRelease ```
