Update configuration and naming for redis_cache_index

The "redis cache index" naming and configuration is a little opaque. The name doesn't really reflect what it does, and the configuration for it is in a "redis" section in the tilequeue config. These should both be updated to make their actual roles more clear.

@iandees did you refactor this all in 2017? I think this issue is no longer necessary?
