It's introduced in https://github.com/tikv/pd/commit/6eac733cee4a8997f01fd080a4e9da406a02784b#diff-052e4d1530c8218aa0d42e835ab3c1a9bb5f6dab6fe066b3987a68d69279ada9R177. We should not exit the allocator updater even if the update fails; otherwise, the TSO will stop advancing, eventually causing all TSO requests to time out.
