`safeTSUpdater` increases tikv load

Even we do not need Global/Local txn or follower read, the updater queries every store for every 2 seconds. When there are many clients, it can increase tikv load.

Could we make it only start to update when the user uses the Stale Read for the first time? @Yisaer
