locate: retry on ErrClientGetResourceGroup for transient errors

• update pd-client, fix mockpd, update go.mod
• for GetResourceGroup errors, if it is ResourceGroupDoesNotExist, don't retry. other errors (not leader etc.) , retry.
• add tests
