Travis CI script is broken.

Need to replace CMake with meson.

Not so quick a fix. The Travis CI containers are quite outdated and installing meson through pip encounters errors. Other projects appear to use a dedicated docker image for this purpose which would have the benefit of speeding up builds immensely as well.
