Support for `step_weighted_log_odds()` from tidylo

I've really enjoyed using the weighted log odds approach from the tidylo package, and think it would be a great addition to textrecipes. It would be awesome to get a step_weighted_log_odds() just like step_tfidf(). I'm open to help however I can!

Hello @joeycouse, this has been brought up in an earlier issue https://github.com/tidymodels/textrecipes/issues/38. I'll keep it open for now while I give it another moment to think.
