Feature Request: Retry testing the PR if the PR is able to merge

hi,

Some tests may fail because of network failures, etc. If the PR is able to merge (e.g. has CanMerge label and meet the approval requirements), I hope sre-bot can rerun the tests periodically, e.g. rerun the tests every 6 hours.
