Update CI config following CompilerIntrinsicsLib move from ArmPkg

Description

Library/CompilerIntrinsicsLib was moved from ArmPkg to MdePkg. Update the ci.yaml files to match.

This fixes the error during "stuart_ci_build":

ERROR - EccCheck.IgnoreInf -> Build/.pytool/Plugin/EccCheck/ArmPkg/Library/CompilerIntrinsicsLib not found in filesystem. Invalid ignore files
