Addition of fastapi schema command to produce openapi schema without running the app.

@tiangolo I have updated this to resolve conflicts, but since I do not have permissions to set labels, what are the next steps to get this resolved. It has been stuck in limbo for a year now. Would be nice to know one way or another if this will be accepted

@tiangolo Can I get some form of a feedback as to if this is worth keeping up to date? We are at 1 year mark and while I am really interested in this functinality and happy to fix the latest conflicts, is this a waste of time for everyone involved? :-)
