[HW] LTR390-UV-1 light sensor

Is this request related to a missing driver support for a particular hardware platform, SoC or board? Please describe. I need driver support for LTR390-UV-1.

Describe why you are asking for this support? Missing Zephyr upstream driver.

Additional context There is a 3rd party Zephyr driver by twaymouth
