Make Weathermap Images/ImageMap responsive so they show up nicely on mobile

Use a dynamic approach to resize the weathermap images and corresponding image map so links/and images are still at the right place.

It should work now that we've removed overlib dependency, but I've not tested it.

Just tested. The hover works perfectly for smaller screens.
