How to contribute update to IE holiday file?

Hi,

I'm using Tom Condon's Ireland holiday calendar file. It is out-of-date as it finishes in 2021.

I've searched the PRs but can't find a mention of him. It is possible for me to contribute an update? If not, how'd I contact Tom? Thanks.
