Floating email actions in message view

Problem you are trying to solve
When scrolling down a long email, you eventually scroll to a point that you cannot see the Reply button and other actions. You must scroll back to the top to take an action on the email.
Suggested solution
Posting this here to remember that we need to implement floating actions or some other way to expose these actions while someone is looking at an email, without requiring a user to scroll all the way back to the top of the email to do something.

I found this issue because I came here to suggest that the reply button in the message view be more conspicuous, because I always hit the compose button first by mistake. A floating action button would solve my problem as well.
We should be looking at the reply actions along with the other actions and make sure the most common ones are readily available. Let's look at this as part of #8840 which I'm linking now and will fold this into.
