Create way to target messaging to add-on developers

We need a way to message add-on developers for certain types or versions of add-ons that there is a change that affects their add-on.

  1. Should be able to send a mail without writing any code or touching the database directly.
  2. Need to be able to target maintainers who have add-ons compatible with a certain version range.
