German upload pages for addon don't show textbox for user remarks.

What happened?
you get to the page where to enter remarks to users and to reviewer
What did you expect to happen?
thetextbox for user remarks is not displayed, the one for reviewer remarks is visible. It is on this page: Versionshinweise: Sagen Sie Ihren Nutzern, was in dieser Version neu ist und was geändert wurde.

Please when you a report a bug like this include a url to the actual page you're referring to and a screenshot with the issue circled, if possible.
Also, does this same problem occur in other browsers or just Brave?

That is the page where I can add remarks for the reviewer and remarks for the user corresponding to the new addon version. There is a textbox displayed for the remarks to the reviewer, but not for the version remarks (see screenshot/page copy above).
I cannot add more info until I upload the next addon version.
Brave: is it relevant whether this happens in other browsers? Aren't our pages supposed to work in the major browsers - I think Brave is Chromium?
If not, which browser should I use for addon upload?
OK, I've reproduced this. Starting from new version upload for a given addon at: https://addons.thunderbird.net/de/developers/addon/[addon-slug-name]/versions/submit/ on the 3rd screen, en-US displays:
There is supposed to be a div with the id trans-releasenotes containing a textarea, but it's not there.
My suggested workaround is to just use the en-US flow for now, I know it's an inconvenience, but it works, and I didn't have any trouble using the German one. It's not likely I will be fixing this soon.
Question: Do you know if this is a regression? This code hasn't changed in years, but nobody has ever filed this as a bug before. I don't see how it could have broken recently. If it has broken recently somehow, that is significant.
unless we were sent to the US page for upload 'in earlier years', it is a regression. I definitely remember having that textbox. But I don't remember whether upload always was in German language, the box just came up by default some time ago. I do remember that I used it.
As soon as one knows, it is not so big an inconvenience. It is more that I posted this to help new German language addon authors who cannot know that the box exists elsewhere
