Stop scrolling when "end of comments" is at screen bottom

Scrolling comments from a post let you scroll until message about end of comments is almost at the top. So you got mainly a black screen if you scrolled until you couldn't anymore.
Feature Description
It would be nicer if scrolling stopped when "end of comments" message was visible. This way once you can't scroll anymore you would see last comments visible before end instead of mostly a black screen. It would also not allow to scroll if post and comments were all visible on one screen. Right now you can scroll them out of view.

Thanks for the feedback! Just a quick note on this, we used to have this behaviour in the past where the comments would stop scrolling after the end comment banner.
The reason for this change was to accomodate the comment navigator. When we use the comment navigator to move to the next/previous comment, it pushes the current comment to the top of the page. Without the spacer at the bottom, the comment navigator won't be able to work properly near the end of the comment list.
I am not sure if I am correctly understanding it.
The spacer is just the area used to write "end of comments" ? Couldn't comment navigator check if "end of comments" is displayed and if so don't scroll anymore ? Or just block manual scrolling but let comments navigator do what it wants and allow it to scroll past "end of comment" message?
