Improve language selection on new post or comment

Is Your Feature Request Related to a Problem?

When a post or a comment is created a language can be set. But if you want to set one you must do so everytime even though :

• it's probably the same language that is used each time. And even if it's not surely only 2/3 languages at most are used by an user
• you're replying to a community or a post with a language set and it would be weird to write in another language

Feature Description

Make language selection smarter and instead of undetermined :

• for posts if a language is set for community you're posting to then preselect it
• for comments do the same if post has a language set
• if no language has been set allow to define a default language in settings to be selected by default
• at last in drop down list to select language push to top and after undetermined last 2/3 languages used
