Improve syncing of blocked/deblocked contacts

Expected Behavior

Show if contact is blocked immediately in Threema Web after you've changed something in the app. Also make it possible to write something to a contact when you deblocked this contact in the app without reconnection.

Current Behavior

You have to reconnect to Threema Web session. At least, Threema Web recognizes a blocked contact immediately in the sense that you cannot send a message. However, when I deblock a contact in the app, I still cannot send a message to the contact in Threema Web. I have to reconnect.

Steps to Reproduce (for bugs)

1. Reconnect to Threema Web session
2. Block a contact in the smartphone app
3. In Threema Web it is not displayed:
4. So you have to close the session and reconnect:
