cfn-lint disable option

Provide an option to disable cfn-lint from running. This way we have a choice to run it within this add-on, or via the separate CFN-lint extension or manually, as per our preference. If that is the purpose for the Enable/disable validation feature setting, then setting this to false, doesn't help, its still running.
