Per engineering (@justinvp), it seems like the `declare` keyword is not actually necessary. Closing as won't fix.

@justinvp this is a pretty old draft. Is this ready to merge? If not, what is required to get it to the finish line?

Re ran job and all is good. seems to be a github actions transient failure to load the environment.

I applied suggestions from feedback. There are still some higher level improvements that can be made. We can continue to refine in later iterations, but should get these changes published...
