Consider the price of oil

Ecuador is a net exporter of oil, and we already have a .csv file listing the the price of a barrel of oil over the time of our test data. This data lives on s3 at twde-datalab/raw/oil.csv

After confirming that the data merges easily together, the oil dataset should be included in the list of datasets to use in src/merger.py
