Generate ignorelist from report

Is your feature request related to a problem? Please describe. Talisman is giving false positives on my repository, so I want to ignore all of the existing false positives at once rather than polluting random future commits to the same files. I can run talisman --scan --ignoreHistory to generate a report on all of the existing false positives.

Describe the solution you'd like I would like a command that generates a .talismanrc with the minimal set of configuration to ignore all of the false positives in the repo.

Describe alternatives you've considered Running talisman -i -g pre-push [--ignoreHistory] never returns (my repository is not so large as I would expect issues).
