.talismanrc global path

Hi,

Is there any way to specify custom file path for .talismanrc file location instead of the project root folder? Like a global location so that we don't have to copy the file for each git project and Talisman can read .talismanrc from that global path or custom path.

Any solutions will be greatly appreciated.

@ratadepally . No such configuration exists. This needs to be built as a new feature.

Now that I think about this feature, I do see some use cases where a global .talismanrc would be useful (ex: ignoring files by language scope, setting thresholds etc). But there are use cases where the .talismanrc is very specific to a repo (eg: ignoring filename by checksum)
